Spying on whom?  
We do not know very well. In this area, the rules are set by the most powerful, the USA . 
When you're behind the intelligence we will say that the other has spied us. Think a little . FRANCE is installed at a busy intersection not always well or poorly attented. The management of traffic lights is tealised by the Americans, and instead simply to decry, we'd better thank them, because they have foiled many accidents . Of all the data collected, would there be issues that annoy, indiscretions vagaries of privacy, embarrassing data , various evidence? It's almost a no-brainer, but not a certainty. First thing in this case, stop guys! This is what is called to our American friends. This will make them laugh. 
The wealth of espionage methods is incredible. 
We again after the episode of Syria, a subject to make a beautiful French-American omelette. Internet is a spider to catch the mosquito net that are not clear. If the Americans are our friends do this, we must say that it is for our good, stop.

This is not a lil guy spy who turned his coat, that will make it rain or shine on decades of Franco-American relations and EUROPE -USA policy.
